A Danbury woman is facing manslaughter charges following a head-on crash on July 13 that killed an off-duty Bridgeport police officer and his girlfriend.

The News-Times reported on Monday, July 27, that Melissa Ramirez, 27, appeared in court and grew visibly emotional as she was formally charged. Police say Ramirez was traveling 56 mph in a 45 mph zone around 3 a.m. when her Jeep crossed into the motorcycle lane and struck a Harley-Davidson driven by Cooper Whiteside, 38, with his girlfriend, Brittany Islami, 34, riding as a passenger.

The Department of Homeland Security told the New York Post on Wednesday, July 29, that Ramirez was living in the United States without legal authorization.

“Melissa Esperanza Ramirez-Romero is a criminal illegal alien with charges for Vehicular Manslaughter and DUI. On July 26, 2026, ICE lodged a detainer against her,” the department said in the statement.

According to the police report obtained by Connecticut Sentinel, the impact of the crash was so severe that Whiteside was found lying on his back with severe injuries to his head, arms, legs and torso, including a compound fracture of his right femur.

Investigators also described a large pool of blood at the scene. Islami, who was not wearing a helmet, sustained similarly severe injuries and had blood visible around her face, the report noted. A medical examiner later ruled that both died from blunt force trauma.

Responding officer Aaron Wolen noted that Ramirez’s eyes appeared watery and bloodshot and that he detected a strong smell of alcohol coming from her, as reported by the Hartford Courant.

Investigators also found spilled beer inside her car along with a THC vape cartridge. Her blood alcohol content measured 0.14, nearly double the legal limit, and she tested positive for cannabis.

Ramirez’s attorney, Daniel Thibodeau, said she has lived in Connecticut her entire life and “lacks any type of criminal record whatsoever.”

Ramirez faces two counts of second-degree manslaughter, along with single counts of driving under the influence, traveling unreasonably fast, and failure to drive in the proper lane, as per WTNH.

According to News12, Judge Sean McGuinness set her bond at $300,000 and ordered that she remain in custody until a GPS ankle monitor is installed and activated. If released, she has been ordered to surrender all passports and cannot drive without a valid license and insurance.

According to a Facebook page created by his loved ones in his honor, Whiteside is being remembered for far more than his badge — highlighting his service and community impact.

Sharing a light-hearted video of Whiteside, the community wrote, “This is the Cooper so many of us knew. The officer who served his community with pride, but never forgot how to laugh, be absolutely extra, and make everyone around him smile. Behind the badge was an incredible son, friend, officer, and human being. We hope this page is filled with moments like these, because this is exactly how Cooper deserves to be remembered.”
