Global CIOs Are Increasing Investment In AI, But Few See It As A Game-Changer, Survey Finds

A new global report from Experis offers insight into how chief information officers (CIOs) are navigating the twin demands of innovation and security in 2025.

Based on a survey of nearly 1,400 senior technology decision-makers worldwide, the report, titled The CIO’s Balancing Act, reveals that while artificial intelligence remains a rising priority, cybersecurity and talent shortages continue to dominate CIOs concerns.

According to the findings, 67% of CIOs plan to increase AI investments this year, yet just 13% say delivering AI solutions is among their top responsibilities. Many remain skeptical about its readiness: 36% say AI is “not ready” for broad implementation, and another 33% are unsure about its long-term impact on business.

Despite growing financial commitment, only a third of CIOs see AI as a genuine game-changer, and 18% cite concerns about ethics, bias, and transparency in AI systems. Rather than creating entirely new roles, 52% of CIOs are embedding AI and cybersecurity skills into existing positions.

Meanwhile, cybersecurity remains the top priority, with 41% of CIOs identifying it as their greatest challenge, and 77% reporting an increase in cybersecurity budgets. However, hiring remains a hurdle — 76% of IT leaders say they still cant find the right talent, particularly in the areas of AI, cloud computing, and cybersecurity.

The report also highlights a disconnect at the executive level, with 56% of technology leaders believing that senior management lacks a clear understanding of the CIOs role and responsibilities.

“Today’s CIOs aren’t just playing defense; they’re strategically blending security and innovation to create competitive advantage,” said Kye Mitchell, Head of Experis US. “The most successful technology leaders are embedding resilience into their digital foundations while simultaneously deploying AI, cloud, and other advanced technologies to outpace competitors.”

The data suggests that CIOs are taking a measured approach to AI, prioritizing strong digital foundations and skilled talent over hype, while working to bridge gaps in understanding within their organizations.
